For 100 bucks, your best best is to check craigslist. You won't find anything decent for 100 bucks brand new.

Im 15 years old, I live in San Diego County In Southern California, The City of Oceanside.
Is their anyone out their that actually knows for shure, or knows an E Mail where I can find out the local laws?

General rule is that if it is a regsitered motor vehicle, you must use lanes designed for motorized vehciles. That excludes sidewalks and bike lanes.
