Could you provide several brands? Is it possible to buy any of these for less than $200 - new or used?
There's going to be a bike swap so I want to know what brands are good.

Use via Craig's list, Ebay, classifieds, and garage sales. Garage sales would be my choice in your price range. Many people buy hybrids and rarely use them... like most exercise equipment they sit in the garage unused. Great buys.... BUT you need to know the size frame you need.
Stay with a good a good quality name Trek, Cannondale, Specialized, Giant, even Schwinn. Do not buy an of brand 'dept store' bike.
It may take you a whole to locate it at a garage sale, but you will!

What are the best brands for hybrid/cross bikes?

I want one for getting to school and running errands. My price range is $200-350, so I'm planning to buy used. I'm 116 lbs and 5'2, if that helps. I'm going to bike shops to ask for advice too, so if you plan on answering with that, don't waste your time. Personal experiences are very much appreciated!

Some very good brands for your purpose are Trek, Gary Fisher (now merged with Trek), Giant, Cannondale, Bianchi, Specialized...there are tons of good bicycle manufacturers, but those are some of the most popular ones that you're likely to find used on craigslist or somewhere. If you're 5'2", you'll probably need between a 48-50 cm frame size, depending on the brand. Make sure to "try it on" before you buy it, though. To make sure it's the right frame size, stand over the bike--straddling the bar--and make sure there's about an inch between the bar (also referred to as the "top tube") and your crotch. Basically, if there's a lot more than an inch of clearance, the frame size is too small and you'll probably kill your knees riding it since the seat won't raise high enough for you. If there's no clearance between your crotch and the bar, well, you can guess what will happen when you try to hop off the bike. :) Good luck!
