I am thirteen years old. I commute from home to school and back. It is a 2 mile trip. I'm considering riding on the road. However, I don't know if there are prerequisites. Are there any?

In the case of two bicyclists traveling in opposite directions in a bike line on the side of a road, who is supposed to pass on the outside(closest to traffic)? I assumed the rider going against traffic would be on the outside (pass on the right) but who knows...is there even a rule for this situation?

This is one of my biggest pet peeves, cyclist riding against the flow of traffic. By riding like that it's almost impossible for anyone else on the road to predict what you're going to do. This is particularly so at intersections.
Additionally consider what happens if you (God forbid) get hit by a car. If you're doing 15 mph, riding against traffic, and the oncoming car is doing 40mph that's a combined closing speed of 55mph. On the other hand if you're riding with the flow of traffic (which you should be doing) at 15mph and a car doing 40mph hits you from behind the closing speed is only 25mph. Which accident do you think you're more likely to survive?
Do yourself a favor and always ride predictably with the flow of traffic. In the United States that means on the right side of the road.
