I am looking at a bike on eBay.

He does not know the frame size but says: "It's 31inch from the floor to the centre bar"

Is that the frame size((??))

I am 5'7 = is that too big?

Actually, the bike is more of as 21 inch in frame size (or 53 cm) if you consider that the average road bike is 10" from the bottom bracket to the ground. At 5'7" that is right around your size. At that height, if you have a longer torso than legs, then you're around 52-53 cm. If your legs are longer, 53-54cm. This should fit you well in that respect. The more important issue is the top tube length. You need to ask the seller what the length is and the distance from the seat to the handlebars. Then convert those measuements to centimeters. Have your torso measured also. That will dictate whether you need a longer or shorter stem. Heck the on ethat is currently on the bike might just fit you. Honestly, you should get fitted at a bike shop. that way you will have your measurements with you for future reference. The top tube is the most important because it could make the difference between being comfortable and having lower back and shoulder pain while riding. Fit is everything.

Title says it all; anything under $300 would float my boat well. I've been told that Schwinn makes good beginner bikes, T/F?

A new road bike under $300 is not a good investment. Those bikes will not work well, nor will they last. Your best bet for $300 is to get a used bike, hopefully one at a shop that took the bike in trade for someone moving up.

There is nothing wrong with a used bike. There are two issues to carefully monitor. The first is size. A bike that fits you properly is a joy and a pleasure to ride. A bike that doesn't fit is torture. Finding a used bike that fits is a matter of being in the right place at the right time. You need to check all the sources in your area to find the right used bike for you.

The second issue is you should make inspection by a qualified bicycle technician a condition of the sale. Paying the technician will be the best money you ever spent. He can also help you determine that the bike fits you properly.
