What kind of motorized vehicle doesn't require a licence to drive?

Is it like an electric bike or what and it has to be legal in the state of wisconsin.

anything you don't need to put a plate on - like an electric wheelchair, electric scooter, battery augmented bicycle, etc.

Hey, I'm going to be a Freshman at the University of WI Parkside next year. (Located in Kenosha) The problem I have is that I don't have my license. This is no big deal to me as I usually can catch a ride w/ someone- and also my bike..However a fews day back my bike broke- So I am planning on getting this electric bike http://cgi.ebay.com/Folding-Electric-Bike-/130501376526?pt=LH_DefaultDomain_0&hash=item1e627cfa0e I only plan on riding it about 5-7 miles into town to the Mosque there. Is it legal/ Can I get away with it? Thanks.
