Well, Rochester does not have a "fairy" to Toronto - or even a ferry, anymore.
Cities are very similar as to weather, of course, although Buffalo gets lake effect snow from Erie, which is sometimes more than the lake effect the other cities get from Ontario.
Buffalo is closer to Toronto and the Canadian Niagara Falls. They supposedly have more problems with employment than the other two. Rochester and Syracuse are closer to the Finger Lakes area - beautiful NYS wine country. Don't know about Buffalo and Syracuse, but the actual city of Rochester itself does have some nice areas, but if you have kids, you definitely want to live in the suburbs.
Rochester has nice museums, a music & bar scene, theater, nice bike paths.
You should do a search on-line for local website of the newspapers, etc. For Rochester, try the Democrat & Chronicle's website or WHAM-TV 13, to get an idea of what's going on.

I'm thinking about taking a field assignment for work in Rochester which could be a permenant position. I'm 25 year old who has never left a small city in Florida. I need culture dammit! Is there things to do there for someone my age and how much travel time would it take to get to New York City?

Summers in Rochester are wonderful.... lots to do... Festivals every week. The Jazz Festival just ended - so you missed out on that...but every Thursday there is the "Party in the Park" - free concerts downtown... A few Fridays they have the East End Festival - block party with local bands. Make sure you try biking on the Erie Canal Path. Finger Lake Wine Trail is appro 45 min. away. Niagara Falls is about an hour away - the falls is great - the town is cheesy unless you like strip clubs. Letchworth Park is very nice - wonderful trip during the fall to see the leaves change. If you like Art - go to one of the open house events at the Artisian Works - they fund and house artist who provide artwork for the Artisan works - you'll never see all the art in one day - and you may get lost...that's how much stuff they have and it's all for sale. Now winters can be a little rough for you Fl gals.... I don't mind them but I've lived in the NE my whole life. If you want to take up cross country skiing there are some great parks that have groomed trails. Feel free to contact me for other ideas on what to do in Rochester
