I want to start cycling and racing, but I don't have veery deep pockets, all i can afford is $400 tops. There is a pretty nice diomandback at my local sports authority, and on ebay there is a bike Dawes Lightning, my only requirment is I want the fastest 21 speed or higher bike available for the price.

Dawes makes some really nice bikes but I am unfamiliar with the Lightning. 21 Speed seems to indicate a triple up front and 7 in the back, which is an older setup. You can still race with it, tho if you're going to race I'd stick with a double up front (2 chainrings on the crank instead of three). 7 speed in the back is an older item, not sold on new stuff for quite a while *but* you can still get parts for it and it's not bad, really. In fact, because it's older you can probably get this setup on the cheap.
New, you're not going to get close to a racing rig with that much cash. You'll really have to go used. And it'll take some scouting around and studying up on what's good and what to pass on, being familiar with the components. Not that it's bad - in fact, all of my bikes, including the carbon fiber Trek, are used. You'll just need to know what to look for. Besides, the depreciation of new bikes is incredible (unless you get certain models from certain manufacturers).
To answer your question, there are a lot of *used* bikes that can be had for under $400, but you'll need to do some homework. Also, you'll have to know what size frame you need. It certainly can be done.

How do I coose a moutain bike size when ordering online?

I know I need a 17" or 18" frame. However, whenever I go on Walmart, sports authority, Dick's, etc websites there is no listing for frame size. Everthing says XYZ Men's 26" bike.
I am assuming 26" is the wheel size. There is never an option to choose frame size. And the stores are always out of bikes lately.
Anyone know what the deal is?

Say no to WalMart and its likes when it comes to bikes. When buying a bike, you want to spend the money and buy a bike built by a good mechanic and made by a good company. The bike will last longer and you will get the support of your local bike shop if it needs to be tuned up or "tweaked" after some miles get put on it.
If you actually will be using the bike to go mountain biking, you definitely want to steer clear of WalMart. Their bikes are simply not built for off road riding.
A local bike shop can also direct you with seat positioning and frame size. They should take their time and get you on the right bike.
