Carmageddon II, the ultimate road rage game. You can race, run over pedestrians, or destroy the opposing racers. Colorful and challenging maps that involve more than just your standard racing and the excessive pixelated violence makes it comical and enjoyable for several hours.
Not sure which operating system you're running, but you may want to get the Glide Wrapper program if you get ahold of the game to prevent screen tearing because it is an older title.

There was this old PC game in which you rode motorcycles and could kick other bikers or use clubs and chains as well, it was quite cartoonish but lots of fun. Anyone knows its name?
